Well after several emails with both Digital Quest and NC SkillsUSA, I have a final answer to the registration cost for the SkillsUSA Geospatial Competition.  The SkillsUSA Championships’ Program Director has come to my rescue.  As stated directly from their clarification email:

I took the time yesterday to fill out the registration form for the SkillsUSA Geospatial Technology Competition on Digital Quest’s website.  It was really simple as all I needed to provide was:
